My WiFi won’t work and it says it’s “paused” with apple.captive.com above it. Please I need help!!

I found some old apple communities discussion about yhat address and it seems to be connected to Public hotspots. You can search What is....and the links should show up. I don’t know why it would pause though.

1. Restart the device. That's it.
2. Still not solved --> Force restart iPhone - Apple Support

I had my devices paused once but I didn’t have the same link or website showing. Just paused. The steps below are excellent. My issue was related to Provider not to Apple. They handled it. Just my story. I don’t know if it applies being as I’m mentioning a 3rd party. So, please use Apple Communities resources first.
