Clear Phone memory

Hi, I want to empty my phone’s memory which is full right now, and at the same time keep all my data saved in icloud.

I have taken a backup, but when I am deleting the pictures from my phone it’s also deleting from my icloud!! How can I save my data on iCloud and still empty my phone’s memory?
