How can I send unique URLs to an ipad in single app mode to open automatically

We have ipads set up in single app mode for safari, with content restrictions to only allow access to a specific web site. Right now, users go to the top level site and enter their personal info from there. Soon, the site is changing so that each user will need to go to a unique URL to start their personalized session, they will no longer be able to start from a generic page and enter their info. The users will change frequently, perhaps as often as every 15 minutes, so we need to be able to get the new unique URL to the ipad and open in the browser quickly and easily.

The best thing that I've come up with so far is to set up a gmail account and email the URL to the gmail account, and allow access to gmail from safari on the ipad so that users can open the email message and click a link, but that's going to get messy, there's got to be a better option. Ideally, we could send the URL through a push notification or similar, that would open the URL in the browser automatically. Is that possible?

Any suggestions would be appreciated.
