Image Capture does not show photos

Macbook Pro mid 2012 running Mavericks 10.9.5.

iPhone 7 plus running 13.5.1.

Image capture does not show photos on iPhone. I've read several threads with suggestions to restart the phone, disconnect the phone, restart the computer in safe mode, get the phone to trust the computer, selecting Keep Originals instead of Automatically transfer from the phone.... and on and on. I've tried them all.

Sometimes Image Capture will show 25,000+ images to transfer. Other times it shows none. When I try to transfer, it may move a few and then it stops working. Now if it sees any photos and I go to import them to the computer, it will give me a 9937 error.

I've plugged in an iPhone SE 2020 running 13.5.1 and it sees photos and transfers them without any problems.

Any suggestions on what can be done to get Image Capture and this iPhone 7 to play nicely together?
