QuickType keyboard functionality differenciated based on language.

The QuickType keyboard functionalities for Norwegian language (and others as well) is rather limited compared to English language.  For the Norwegian language, I am missing: Predictive Input,  Multilingual Typing, Contextual Predictions, and Emoji Predictions.   Most of these features, in particular Predictive Input, have been available in English iOS, Android, Microsoft, and 3rd party iOS keyboards for nearly a decade.   It’s difficult to understand why Apple discriminate QuickType keyboard functionality based on language.  So far I am using a 3rd party keyboard on my iPhone to get some of the missing Norwegian QuickType features, but this is far from ideal.  

Any one knows if and when Apple intended do something about this.
