Apple wallet not working
My apple pay says I received $60 but my apple cash balance says $0. It has been a month since I have so called “received” the money and my apple balance still shows $0.

How does this have anything to do with my problem?
Greendot has been cracking down on who is using Apple Cash and if you are not 18 the funds won't show up. Go to that link I provided.
