how can it be completely reset

i bought an ipad from goodwill and it was completely dead i charged it and its been reset now upon buying the ipad i didnt think about if it is stolen or not and if it is i would like to return it but if its not i would like it completely restored how do i go about finding the owner or factory resetting it if its not stolen HELP PLEASE!
