Apparently it is possible to have favourites sync between Mac and iPhone if they are both configured to sync via iCloud Drive.
This is not working for me. Other iCloud Drive items are syncing OK (contacts, documents, etc) but no maps.
On the phone, there are 4 items in favourites from when I've made them a favourite using the phone.
On the Mac, there are about a dozen favourites.
The two are completely mutually exclusive.

We understand you want to sync your Maps favorites between your iPhone and Mac. We'd be happy to provide information to help you address this.
On your iPhone, go to Settings > ["your name"] > iCloud and make sure you have Maps enabled.
On your Mac, go to the Apple logo > System Preferences > iCloud and make sure you're signed in to the same Apple ID as your iPhone.

But syncing for the maps is not possible even you sign in with same Apple ID and password on the same network , turn on enable location services / maps box .
