Lost remote- problem adding new remote to apple TV

I have followed all of the steps. My apple tv is connected to the internet, my phone is connected to the same internet, and I have a Apple Tv remote on my phone. The problem I keep running into is the code to sync the apple tv to my phone remote keep coming up on my phone rather than the Apple TV. This doesn't help me because the whole reason I am here is because I need to set up a new remote. I have no way to navigate the menus on the apple tv to add a code...This makes no sense to me. According to everything I have read the code is suppose to show up on the Apple Tv not my phone. That is not happening. Now what??
