Siri says “I’m having trouble connecting…“

Siri just started giving me the above reply when I say hey Siri To my iPhone or when I hold down the home button on my iPad. My network connection is fine. On both devices I can go to websites and take action on them. The microphones on both are working fine as the dictation works. My network is fine, I have an Apple TV hooked up as well and it’s working normally. I’ve done all the turning things off and turning them back on and doing soft resets . The problem persists. I checked online if Siri is down and it said no. Don’t know how much that is worth. If anybody has solved this problem help would be very much appreciated.

The devices are an iPhone 8 running the current software and an iPad 2017 also up-to-date. Thanks.
