How do I fix jittery video on all video apps on my iPad 7th generation?

How do I fix jittery video on all video apps on my iPad 7? I got this iPad 2 days ago. Now always see lag and jitter whenever I play videos on YouTube, Netflix, Facebook, amd Apple TV. I already tried resetting (home + sleep keys) and disabling background app refresh on all apps but problem persists. How can i fix this?

I just tested some of these videos apps on my wife's 7th gen iPad and they are running and streaming just fine over our Home WiFi network.

How are you streaming these video apps on your 7th gen iPad?

How many apps do you have just hanging in the iOS background app switcher?

How much free, internal data storage space is left inside of this 7th gen iPad?
