Removal of Foreign IP addresses??

My Mac Airbook 13 will not take my canon iP 110 printer offline. I was told it was because I had Foreign IP addresses in my computer. For $300.00 this guy would remove them. Is there any other way to remove and get my printer working? How are this Foreign IP addresses getting in my computer? Anybody else have this problem??

MacBook Air 13″, macOS 10.15

FYI, your IP address is always assigned by your internet provider and will change occasionally because the provider is using a different server elsewhere to route internet traffic through. You can get another assigned if you simply reset your modem/router (unplug it from power, wait 30 seconds, plug it back in and wait for all the lights to come back on).
