As it is now if I open the Applications folder and delete an app, I have to enter my password. If, in the Finder, I go to the Applications folder and "get info" and then try to add "admin account" or my administrator account name to the folder I get a message that I don't have permission to do that.
So who do I have to go to for permission? I thought that was the highest level.

It pretty much started in Mojave, and is more restrictive in Catalina. Parts of the OS in Catalina are mounted read-only, so there isn't any way to change those parts of the OS no matter how elevated your privileges.
Because they are locked down by security policy.
An admin-capable user has no special powers short of the ability to authenticate to elevate privileges and run things as root, but even root is powerless on certain parts of the file system.
