disabled phone

my daughters phone is disabled and says to connect to itunes. How do i enable her phone from there?

I tried using her id but it wants to send authentication code to her phone which cant use.

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

Get a verification code and sign in with two-factor authentication - Apple Support
