Possibly what the technicians meant is that if you buy a wi-fi plus cellular model iPad (which has a SIM slot), you can use it without a SIM card but add the SIM card later if you want to.

NO. If the iPad Air is a Wifi only device, there is no sim card slot in it, nor can one be added after purchase.
The only way you’d get cellular for that iPad is to look into something like a Mifi device - a portable wifi hotspot you can use to connect your ipad to.
