Apple TV does not block the ARC connection between the TV and the audio equipment. Why would you think that? Such is not regulated through HDMI-CEC (or any other way).

To disable HDMI-CEC on the Apple TV, go to Settings﹥Remotes and Devices﹥Control TVs and Receivers.

How is you equipment connected? ARC applies to the HDMI connection between the TV and AV receiver or soundbar, when the Apple TV is connected to the TV.

Apple TV does block any audio on the HDMI signal when bluetooth or Wi-Fi speakers are connected to the Apple TV. Is that what you are referring to?

whenever I connect Apple TV HDMI to the TV, it blocks HDMI CEC broadcast

,and it make a conflict with the soundbar then all hdmi connection need to be refreshed, including soundbar hdmi.

I turned off the "control tv's and receiver" and "volume control" from Remotes and devices, still the Sonos soundbar rep says that Apple TV make a conflict and block the cec.
