Photos from iPhone won't upload to iCloud

I set up an iCloud account with the intent of backing up my photos on my iPhone. Less than half of the photos have been uploaded, but it doesn't seem to be uploading anymore. How can I force it to do a synchronization of the rest of the photos? I'm thinking I may need to replace my phone soon since it's acting up and I want a good backup for doing this.

Combining photo libraries I have a 40k Icloud photo library which I am currently restoring to my new M2 macbook air. Hi, I perform update to iCloud weekly , but for any reason, the latest photo are 22-Oct-2022, all rest photo are not uploaded to the iCloud, although I have enough space on the cloud.
