3rd Generation Apple TV A1469 Activation Failed

Factory reset 3rd Generation Apple TV unable to connect. Model A1469 has been software updated. Unable to log into iCloud and iTunes user id and password are correct. In the about section the only thing I see is activation failed. What could it be? I have done a couple things to troubleshoot it and nothing seems to work

When signing in with two-factor authentication on an Apple TV (2nd or 3rd generation), you may an adjusted sign-in procedure. The procedure of entering the password and verification code together in the password field can be confusing. Additionally, there is a time limit, after which the code becomes invalid.

Try this: First enter the characters of your password (do not submit yet), then manually request a new verification code, then append that code to the password (no spaces or other separating characters), and then submit.
