I am stuck at OS X could not be installed on your computer no packages were eligible for install and I can’t do anything but restart the Mac Pro and the same situation happens again

I am stuck at “OS X could not be installed on your computer no packages were eligible for install” and I can’t do anything but restart the Mac Pro and the same situation happens again I can’t even quit OS X installer it tells me startup disk could not gather enough information on the selected disk, btw I was trying to upgrade my Mac Pro 2008 to OS X El Capitan.
