Apple Music Not Downloading Tracks?

Over the past few days, I'm having trouble downloading local copies of tracks in my Apple Music library on iOS devices. One or two might download, but otherwise I get a spinning red circle and a drained battery. I've tried starting and restarting the iPhone; force-quitting Apple Music, turning off Sync Library and Show Apple Music in settings, deleting the Apple Music app and re-downloading, in all sorts of combinations. No go.

Seems like others are having a problem too, per this Reddit thread.

Adding this post here in the hopes that someone knows a solution and/or it gets to Apple's attention. Seems like a server-side issue from here.

I just fixed this problem by closing the Apple Music app (and all other apps for good measure) by sliding it up. Then I hard reset my iPhone (look up how to reset your specific model; it varies between 5/5s, 6/6s, and 8* and X*). After the reboot I launched Apple Music and was able to download again.

Before all this I deleted all my downloaded music. That didn't help, but also that means I don't know if the older downloaded music would have been OK.

Also see this thread, seems like the same issue.

It appears that permissions or DRM was changed on the server side, so when an iPhone attempt to download a local copy of a file, the file is cached locally but not saved. The iPhone keeps retrying, burning up the battery.
