When I’m listening to a show like Time Crisis on Apple Music, there is no way for me to play music or close the app without losing my spot on the episode, which is a huge pain because they are often more than an hour long and it makes it difficult for me to pick up where I left off later. Apple Podcasts, on the other hand, remembers my progress on every show I listen to. Is there a solution to this that I’m not seeing or is it just poor design?

Podcasts are audio files that play on demand.
Radio, just like the olden days, is a stream that is live and can't be paused or resumed.

Ok we are clearly talking about 2 different things. I’m talking about listening to archived episodes of a radio show, not a live stream. Go to the radio section of Apple Music, scroll down to “artist shows“, click any one of them, and you’ll see what I’m talking about.
Have you used Apple Music radio? Every episode of these shows are recorded and available to stream
