Apple Watch Siri always says “Sorry, could you say that again?”

I have been trying to get Siri on my Apple Watch to work for weeks now to no avail. Every time I activate her (whether it be raise to speak, pressing the crown, or hey Siri) she always gives the same response: “Sorry, could you say that again?”. I have restarted my Apple Watch several times, I’ve Ensured I have Hey Siri enabled on both my iPhone and Apple Watch, and the microphone is clear from obstruction. This is infuriating, I just want to use Siri.
