Did you make a full back up of your mac before you decided to upgrade to Catalina.

You can download High Sierra from here,

How to upgrade to macOS High Sierra - Apple Support

When trying the link use Safari, do not use Firefox it does not work.

Go to Section 4 and click on Get macOS High Sierra.

When it has downloaded create a bootable USB installer using these instructions.

How to create a bootable installer for macOS – Apple Support

You will then need to boot to the bootable USB installer use Disk Utility to

erase the Disk (make sure you have selected Show All Devices from the View menubar item.)

Highlight the Disk not the indented Volume, click Erase.

give the Disk a name,

Format: APFS,

Scheme: GUID Partition Map

Click Erase.

Quit Disk Utility

Then select Install OS

and press Continue.

When High Sierra has installed you can use Migration Assistant to migrate

only your personal data from the Time Machine backup you made before you decided to

downgrade to High Sierra.
