Hello, I am using Catalina version 10.15.5 and I cannot figure out how to get change the line spacing in mail app. I am using bullet points and would like there to be a little more space between each line for easier reading. I've tried double spacing, but that just adds a blank line with a bullet point that I cannot get to go away without removing the line.

Line spacing in Mail is only consistent across Mail platforms. You may not get the same result in Outlook, or a different version of Mail. Personally, I like setting Mail preferences to Composing messages in plain text for consistent usability across platform.
Bullets are then best done with a lower case o.
If you want true formatting, you can always save as PDF or print to PDF from your word processor, and attach the PDF.
That's more consistent than attaching as Word, Pages, or HTML.
Apple Mail is neither a word processing application, nor an HTML editor, either of which would grant you fine grain control over line height (spacing) in your content. Other email clients may permit line height adjustment, or roundly destroy it upon receipt as they do not support it.
If aesthetic is a goal in your email, consider a word processing application for the content, and then attach a PDF export of that document to your email.
