Music app hangs when downloading

After a recent update to the new beta, I had some weird phone problems. I had to restore from a backup, and I can no longer download songs from Apple Music. I can select the song, and the progress circle will appear. It will either stop right before it fills, or it'll go up halfway, then scale back to 25%-33%.

I have downloaded about 6 songs from various albums, and of various sizes. I can stream music just fine, but I cannot download songs from my library to my phone.
