after hard reset of my iPad I get low battery and plug to charge. iPad does not charge.

What happens if you try charging with an external power supply? It's possible that there could be a malefaction in the USB port of your laptop that isn't providing enough power.
Prior to connecting to laptop, I had used the charger - when I hard reset, I get same result - low battery and connect to charge
After trying to hard reset my iPad by pressing power and home button simultaneously, I get low battery icon and plug to charge sign. Connecting through laptop does not recognise iPad in iTunes
