iPhone Storage

My iPhone storage is full and I have been trying to clear some space, but the storage that is being used the most are other system data which is using about 40GB of my 64GB. I use iCloud for my photos so that is not the issue. I tried resetting my network and clearing all of my caches and history and still nothing. What do I do?
