icloud storage

so i recently have been getting notifications about my storage being full so i deleted some pictures and it was fine but the. the next day i kept getting it so i deleted all my pictures and it was still there so. i deleted some large attachments i didn’t need from voice memo, messages, apps, etc. and i was still getting it so now i bought some more storage and it’s still giving me this problem so now my phone is running slow and it’s always freezing up. i’ve also deleted all of the pictures that were saved in my icloud. so can anyone help ? :) thanks.
