I received a notification saying you been hacked download this app in 2 mins or you will be hacked! Is this fake or not?

Fake. Scam. Phishing.
Same as you won 5 millions dollars.
Or you have 12 viruses.
Or your iCloud is compromised.

If a notification told you to download it then that is the last thing you should do. You should never use VPN on any phone or computer except to connect to a company internal network.
