My belkin usb-c to LAN has not working on DHCP, IP address is " self Assigned IP " It not working. But it work on Manually IP address. My Mac OS is Catalina 10.15.5, Thank you.

Three Thoughts:
A. Reset the SMC and your NVRAM:
Sometimes when changes are made to the system(i.e. updates), system configurations (i.e. for Adapters or for Ports) become manipulated, technically. So, reset the SMC and NVRAM.
B. Boot into Safe Mode:
Hold down the shift key upon boot. This will get you into Safe Mode. While in Safe Mode, caches are trashed, and all items are set to how they should be, in preparation for the next time you boot up normally.
C. Create a New User:
Create a New User - See if you can create a new Administrator User - see if this then works. If so, transfer everything over to this new user, and then rid of this user you are currently using.
- Go To: System Preferences
- Select: Users & Groups
- Click: "+" to add the user
- Select: the User Name and Clicl "-" to rid of the user
D. Time Machine Backup:
Important: Create a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong.
