I keep getting get user ID pop up on both my iPad and iPhone. How can I get rid of it? I have tried the usual remedies such as clearing history, making sure block pop ups is on, and even putting them back to factory settings. Are there any other solutions?

I have had the same problem. Went to the APP store and downloaded 1Blocker for Safari - free version.
Installed it, rebooted my iPad, then opened 1Blocker, chose "Block Ads" and the "Get-User-ID" pop up window is now gone.

This is happening on the msn.com domain only, haven’t seen it anywhere else. On 2 different iPads and only in Safari, Chrome doesn’t display the pop up.
I got this app but it does not appear to work, when you open it just shows the name 1 blocker and a black screen then just closes down
I have tried the 1blocker as well and it didn’t work for me either.
