My account is covered under our Family Support. Why am I still being charged separately for storage?

Purchased 200GB iCloud storage, to use for Family (just spouse and I). Still being charged for 50 GB personal storage. Is this just another attempt by Apple to continue raking in money, $1 / month? Normally there process are more transparent, but this one not so much.

iPhone 7, iOS 13

I have read of a few cases where the old storage didn't cancel automatically. You can downgrade the storage on that Apple ID.
