I got this problem after the update to IOS 13.5.1 was started. Lots of restore attempts, but after updating my Macbook to Catalina, the restore worked (iPhone 7 was put into Restore mode, connected, via Finder the Restore was started and succeeded; then restore backup from iCloud). This was like 10 days ago. Then yesterday, the problem happened again, as the update to IOS 13.6 was started. Again, updated my Macbook to the latest Catalina (my Macbook hadn't noticed there was an update since last week, but there was an update), completed the whole restore proces, restore from iCloud backup, and the phone was working again. Until today - the same happened again! Now I'm still trying to restore, but there is no 'magic' Catalina update available; so far, no luck, only error '9'...
