changing wait time to recover apple id verification code

My iphone was stolen, got a new one, was trying to set it up, was required to sign in to Apple account to begin set up, entered Apple id and PW, told to enter verification code sent by text to stolen phone, which I did not have. Now I'm waiting for them to "recover" my code and the waiting period keeps getting extended. First the automated message said 24 hours - latest message says another 7 days, which will be two weeks without a phone, or contacts, texts, voicemails, etc. Can't sign in to icloud either because it also requires a verification code texted to the stolen phone. How can I get in my account to set up the new phone? Thanks
