My iPhone 6s is stuck on the connect to Tunes via usb cord screen

My iPhone 6s is stuck on the connect to Tunes via usb cord screen...it will not restart or shut down. I had been trying to update the OS on the phone multiple times, but have not tried to restore yet because I noticed I have photos missing from my iCloud so I wanted to check to see if they are still on my phone since I haven’t been able to set aside enough time to upload everything. Have tried holding down both the power and home button at same time...nothing is working.
