How to prevent iPad downloads from being saved to iCloud Drive

Whenever I download something from safari on my iPad it is automatically saved in the “Downloads” folder on iCloud Drive. The problem with this is that my storage on iCloud is not enough for all my downloads. I’d like to stop this but I don’t know how, I tried to turn off iCloud Drive from settings but this turned off the whole iCloud Drive.
