How do I delete an app in iCloud so that I can download load a new fresh version and not one still in my iCloud account?
Then what happens when I delete the app from my iPhone and then download again from the Apps Store with the iCloud download graphic? I now understand that iCloud only stores app data, but is a new version of the app being downloaded from the app source and only the data is being downloaded from iCloud?

Apps are not stored in iCloud. If you remove the app from your device and then download it from the App store, you will be getting the most current version.

That icon simply means download.
Yes, app data comes from iCloud, the app from the App store.
