I cloud storage far less than my phone storage after backup

My phone storage has 70 GB of photos but when I back up my phone to icloud (I pay monthly for extra storage) only 4.9 gbs of total storage is saved to my icloud after I completed a "backup"

If you are using iCloud to store your photos, then it's not consider part of a backup as your photos are in iCloud. This is what iCloud backs up -- What does iCloud back up? - Apple Support.
