Got a new iPhone SE 2020 and it is not recognized by iTunes on Windows 8.1 PC. I can't upgrade iTunes on my PC because when I did that a few days ago it stopped working and I lost my iTunes library. Now I have iTunes back working and have restored my library, but I can't sync my new phone to the music library.

We understand from your post that you have not been able to sync your iPhone SE (2020) to iTunes on your Windows 8.1 PC. In order to sync your iPhone SE (2020) with iTunes, it must be iTunes 12.10 or later. To prevent your iTunes library from being affected, you could create a new user account on your Windows PC and install iTunes 12.10 in the new user account which can then be used to sync your iPhone SE (2020).
