When I try to enter a new mobile phone number into the “To” field for a new message, it does not accept a number but instead tries to find a number in existing contacts, what setting in preventing a phone number being entered?

Looks like you're entering your mobile number into the Search field.
Click the new message (pen and paper icon) to create a new one.
