Easiest way to delete pictures on iCloud and transfer other photos to PC

You'll be able to navigate to the Photos and videos section of that article, to find steps on how to download your content from iCloud to your PC via iCloud for Windows: Set up and use iCloud Photos on your Windows PC - Apple Support.

Alternatively, you could also use the iCloud website directly, to download photos and videos to your thumb drive selectively, then delete them afterwards: "On your Mac or PC, just go to iCloud and click Photos. Then select the photos and videos you want to download and click Download." You can then move them from your downloads to your thumb drive.
