They can but it's not a good idea. Some might say it's a terrible idea. All iCloud data will be accessible by both and a deletion of something by one will delete on the other person's devices.
In virtually all cases it is a better idea to use Family Sharing if two people have some things that they want to share. See: Family Sharing - Apple Support
