Would I be able to go from the public beta iOS 14 to the regular release iOS 13.6 over the air? I have removed the beta profile but when looking for the update my iPhone comes back with your software is up to date iOS 14.

No. You'll need to reconfigure the eSim after the restore.
You can use your Carrier's App or QR code if you have one to set it up again quickly and easily.

The text on the Apple website states- If an update is already available, you can install it by going to Settings > General > Software Update, but the iOS version must be later than the version you have. Being that iOS 14 is a later version than iOS 13.6 is that why I’m not seeing the update? So, that being the case I would have to connect to a computer with iTunes and perform a restore, correct? I was just hoping to be able to do it all over the air and be done with it.
Correct. If you need to remove the iOS 14 beta, you will need to restore the device, or wait until something higher than iOS 14 is released.

Just to let everyone know, I restored my iPhone XR thru iTunes on my Mac and the esim was not erased, very happy about that, thank you all.
