Mail.app should display PDF files as icons
I want Mail.app to show by default attached PDF files as icons, notwithstanding it is an onepager. It should appear identical as a document with more than one page. How can I achieve that?

One-page PDF have, and continue to present in Apple Mail as View in Place documents, while multi-page PDF attach as icons. You can right-click on the one-page PDF, and choose View as Icon, but there is no magical setting that will always attach any PDF as an icon.
The following used to work years ago, but does not work (in Mojave, where I tested it) to force one-page PDF to attach as icons. I show it so you wont' get your hopes up if someone suggests it:
defaults write com.apple.Mail DisableInlineAttachmentViewing -bool true
You can send feedback directly to the Mail product team. However, macOS releases through Catalina 10.15.6 are done with fixes. so maybe this has been resolved in macOS 11 (Big Sur).

This is the answer Google gives. But it won't work.
