Hello Useless206,

Thanks for reaching out to the Apple Support Communities. Congratulations on your new Apple Watch. We're happy to try to help. You mentioned that there is a blue line around the face of your Apple Watch.

Let's begin by having you change the Apple Watch face to see if this line may be part of the Apple Watch face. Try the steps in this article: Change the watch face on your Apple Watch

If the issue is still present with another Apple Watch face, let us know the following:

1 - Which series is your Apple Watch, and what watchOS version number is it running?

2 - You mentioned this is occurring when the Apple Watch is off. Are you turning the Apple Watch off, or is it when the Apple Watch face is not on? This article shows how to turn off the Apple Watch: How to restart your Apple Watch

3 - if you have an Apple Watch Series 5, do you have the "Always On" feature enabled for the display: Use the Always On feature with your Apple Watch Series 5.

All the best.
