Unable to upload photos to PC. DCIM folder on PC indicates empty. Went into setting and did 'reset settings', still nothing.

Do you have iCloud Photos enabled on your iPhone? You can verify whether or not this is the case in Settings>Your Name>iCloud>Photos. If you have both iCloud Photos enabled, and also the option for "Optimize iPhone Storage" then what you're experiencing is expected behavior. iCloud Photos and the "Optimize iPhone Storage" feature stores the majority of your photos in iCloud instead of on your device, and as a result, they won't be available for importing. Instead, you'll either need to download them from iCloud.com, or setup and use iCloud for Windows.
