Safari tabs not syncing across devices

Hi! Recently Safari on my iPad (IOS 12.4.7) has stopped communicating with Safari on my iPhone (IOS 13.5.1) and Mac (10.15.5). Phone and laptop will show each other's Safari tabs with "show all tabs" feature, but iPad shows nothing and doesn't appear on the other two. I have tried: updating/restarting each device, logging out/back in to iCloud on each device, toggling Safari icon under iCloud settings on each device, chatting with Apple support (was using Safari to chat and disconnected myself when they told me to restart app, whoops). "Handoff" feature still works, and other apps on iPad sync up just fine. Any advice?

In addition to some of the things you tried above, try some of the extra suggestions here - If your iCloud or Safari bookmarks aren’t syncing - Apple Support.
