Apple Watch (Cellular) No Sim Error

I saw this question posted under Verizon, and the claim Verizon has no idea what is going on with Apple Watch Series 5. I am also seeing this error at a company I do support for very recently with Apple Watch Series 4 and no amount of troubleshooting, removing and re-adding seems to fix this issue. In the two instances where I have received the call in the last 24 hours I can tie it to events with the iphone in which it was paired. I only work in the call center and can only verify certain facts now that I am off shift. In case number one, the sim card of the phone was replaced and suddenly the sim, iccid number on the watch was missing. On the other device it was ran over with a fork lift and he had to have his screen replaced, he didn't think they replaced his sim but given he wasn't standing there the whole time and I didn't check to see if a new sim was coam'd on the device today that is certainly a possibility. Thing is I have no idea how to resolve this for my customer. Whereas, I am very happy with my noncellular watch these customers aren't getting what they paid for and I would like to see them get that as more often than not the carrier is blamed before Apple.
