Some Thoughts:
I don’t know what they use the word “location”, but it’s probably because the word “profile” (which is what this is - a compiled group of settings) is already used by Apple for something else in the macOS. It’s not so much a physical location.
So, whatever the location setting was, it was interfering with how it could have been: no self-configurations. Pretty much it was stuck with a group of preferences all compiled into one - you would use it for configurations depending where you are (i.e. a coffee shop). Whenever you go to the coffee shop, it would use the profile.
So with no profiles (I presume), all now goes to default (without any settings put-forth).
I hope that clearly explains it for you.
Ridding if the profile(s) fixed it - now everything is set to default.
