Iphone Activation Problem

How Do I Fix It. Everytime I Try To Manually Activate My Iphone 5S. It Gives Me The Following Error:

Your Iphone Could Not Be Activated Because The Activation Server Could Not Be Reached.

Do you have an active Sim in the phone ? It will not activate unless you have one
